I do not know where this is documented, but Postfix will fail safely
in case of DNS lookup errors when sending mail, so it should do so
also when rejecting mail.
In fact, I think the "soft_bounce" feature should be extended so
that it covers UCE restrictions as well. This way, yo can set up
UCE restrictions and test them without losing mail - the mail simply
is delayed.
