So what about different users having different UCE policies.

Are you going to turn on all possible UCE checks at the SMTP port
and let individual users receive mail with a half-dozen junk headers?

What about mail that is forwarded to other sites, does it keep the
junk headers? What about mail with junk headers that is destined
for a local mailing list manager, does it keep the junk headers?
