cyrus has also a buildin quota, should the mails be defered and be left in
the queue when the user mailbox is full due quota? I don't know whats
happening now in such situation, but I think the best way is to bounce the
mails which can't be delivered. If the mails would be left in the queue,
the next partition which runs out of disk space might will be that one.
