Wietse had this to say a while back:

    That would complicate Postfix security beyond reason - it would be
    like adding an include statement to the UNIX password file, opening
    up lots of security loopholes.

    An include directive would also make it impossible to add an "edit"
    option to postconf. It would not know what file to edit.

It's been asked often enough that it probably should go into the FAQ.
