A noble thought indeed. But if every author out there starts including
instructions on how to do things like limit memory usage and file
descriptor usage, then there'd be a lot of duplication. When you go to a
trigonometry class, you're going to learn about sines and cosines, not
about how to add 2 and 2. It's assumed that you know that. If you don't,
you should be in that trig class.

Anyway, I don't see what the problem is, because DJB's website has a
section explaining resource usage and limiting, and how to use standard
unix resource limiting to control qmail's behaviour.
