Qpopper can send mail if your POP client understands qpopper's XTND
XMIT extension to the POP protocol. But I think only Qualcomm's
Eudora knows how to use it.

On POP-before-SMTP, it's in the recent archives. I haven't tried it
yet, but it should only need a one-line hack in qpopper's source.
And then you'll need to run a daemon to maintain the database of
allowed connections.
