Linux doesn't log anything anywhere. Well, there's the kernel message
ring which you can get at via "dmesg" or klogd. Userspace programs log
to syslog just like every other modern Unix system. If an administrator
decides to send *.err to /dev/null, that's their fault.

My primary workstation runs Linux (Debian) and OpenBSD, both came out of
the box with syslog logging to sensible locations. What I'd like is one
of those S/390 mainframes with VM so I can run both simultaneously ;)
