You use procmail for local delivery if:

a) you have "procmail" somewhere in $USER/.forward (for any $USER)
b) you have an alias in /etc/postfix/aliases (or wherever your aliases are)
   like "|procmail"
c) you have "mailbox_command = /usr/local/bin/procmail -t" in main.cf
