You know what you did when you edited master.cf?
If you read the comments in master.cf you'll notice, that this doesn't make
ANY sense.

Why should smtpd wake up any 3 seconds?

Anyway, if I remember correctly we have an initial 5s delay on the SMTP port
(not sure, don't take this for granted).
