More details:
I lowered the qmgr procs down to 2 and did a reload. Again the systems
started flying, but it slowed later.
I've noticed that the active queue fills up to 2000 after a while and
that's when everything starts to slow down. Maybe I shouldn't be running
more than one qmgr after all? Maybe those messages are just taking a
while to deliver to their destinations (slow network)?
