What are the rules qmgr follows when starting new transport processes,
e.g. smtp. We have a machine with a huge mail output and all limits
are set quite high. Specifically, smtp processes limit is set to about
100 and real number of concurrent SMTP deliveries never exceeds 20-30.
Is it OK?
