   Move it to the active or deferred queue, what else? There is no chance
that Postfix will try to deliver the mail while it sits in the incoming
queue.

   Clearly the problem is that the messages are not moved from incoming to
deferred quickly enough. How many simultaneous smtpd processes are
permitted? Would it be acceptable to reduce that number?
