Sorry about all this.

Rask, if you want to serve DNS data via TCP, djb's software does it
fine. dnscache serves both UDP and TCP as needed. Tinydns only
serves UDP, since that's all that's needed to return authoritative
data to currently-used recursive resolvers. But if it grooves you to
serve authoritative data via TCP, axfrdns does that. It's normally
only used for the only place that normal people ever serve
authoritative data via TCP, which is to say zone xfers, but if you
want to do some other kind of DNS serving over TCP, axfrdns will do
that (for authoritative data) as well.

Of course at that point you aren't pursuing practical
interoperability any more, but the standards specified functionality
is implemented.
