Well, at least according to RFC 822 section A.3.1, one minimal legal
set of headers is non-empty "Date:" and "From:" with empty "Bcc:",
while the other replaces the empty "Bcc:" with a non-empty "To:".
Has RFC 822 been superceded on this matter?

Not according to the apparently relevant RFC.
