Several different MTAs add a To or Cc header containing something similar
to the above when the message only has Bcc headers, so you're likely to
get false positives. Discarding messages with only empty address groups
in the To header will also discard messages sent to distribution lists
hosted by IBM VM mainframes, if you care (I have to, being on a few of
those).
