master.cf is ok, but obviously you really busted s.th. in there :(

Anyway, you haven't elaborated what exactly your problem is. Obviously you
want to alter the parameters that steer the "Backoff from unreachable
hosts"-behaviour.

Why so? What is your particular problem?

For an analysis we'd have to look at the "mailq" output to judge how much
mail, and why it is queued!
