    Linux? Bad things can happen when the syslog SERVER process is
    stopped and restarted.

    Solaris? Older versions have a badly broken syslog SERVER, replacing
    and restarting it fixes the problem.

    On my own systems, the logging works flawlessly as long as the
    electricity company is able to supply power with interruptions
    that last less than 30 minutes.
