Get the latest src.rpm.
Make some changes in the /usr/lib/rpm/rpmrc, or whatever your rpmrc.
/f.e.:
optflags: i386 -O2 -m486 -fno-strength-reduce
optflags: i586 -O2 -fomit-frame-pointer -fno-exceptions -fno-rtti -pipe -s \
-mcpu=pentium -march=pentium -ffast-math -mieee-fp \
-fexpensive-optimizations -malign-loops=2 -malign-jumps=2 \

optflags: i686 -O3 -march=pentiumpro -mpentiumpro -fno-strength-reduce \
-DCPU=686 -ffast-math -mieee-fp -fexpensive-optimizations \
-fomit-frame-pointer -fno-exceptions -fno-rtti -pipe -s
/
install the source:
rpm -Uvh something.src.rpm
check the spec file, for RPM_OPT_FLAGS, or %{optflgas}, or something
similar;
recompile the source:
rpm -ba --target i[356]86 something.spec
