Hmm. Okay, then I guess the issue is with regards to how the
queue manager decides to hand a particular set of recipients to a
particular delivery agent, so as to try to maximize the number of
recipients handled per message delivery to the remote server(s), and
try to minimize the overall number of message delivery attempts that
would need to be made -- all the while keeping as much of the
original order as possible of the original recipient list.
The idea being that external programs can optionally make use of
information over a long period of time (e.g., average delivery times
over the past month) to pre-sort a list of recipients and hand that
information to the MTA, and while the MTA can do some of its own
internal additional optimization and grouping of that list, you don't
want to take the risk of destroying too much of the work that may
have already happened but which you cannot necessarily detect.
