This admin should be shot (or otherwise seriously disciplined).
Also, what does "postconf qmgr_message_active_limit" say? Recent Postfix
versions use a default of
qmgr_message_active_limit = 10000
but on older versions it was only 1000 and that will just not do the trick
with a queue as large as the one you have and the number of "dead"
destinations you have.
