Did you read the docs on these variables. I do not think they mean
what you think they mean.
You don't want to tell when messages get deferred. They may be
deferred for only a few minutes do to some temporary resource issue.
You probably want to tell them of messages delayed more than a few
hours, though. This is accomplished by setting the delay_warning_time
variable.
