debugger_command is for running Postfix daemon processes under
control of a debugging program (such as xxgdb or truss or strace).
debug_peer_list (names or addresses) controls verbose logging.
When a host matches, the verbosity is increased by the amount
specified with the debug_peer_level parameter.
