My guess is that your users are using Outlook or Outlook Express. There's
an option you can turn off that's enabled by default in these apps that
try to send before they pop. Once this is turned off operation will be as
you would expect. I can't give you the exact location of this option or
what it says as I don't have a box handy to test it on. Do a little
looking and you should find it.
