Maybe this : Normally Inetd has a limit how often a process will be started in a
given time (256 per sec. i guess). If this limit is reached Inetd refuses to
start new processes until a timeout is reached or Inetd is restarted. I have
seen this by testing the maximum POP3 performance of our mailserver.
