You want to tune the two instances differently, since they have
different jobs. The backup already knows that the initial delivery
failed, and can be configured to only attempt to deliver a small
handful simultaneously. The primary can attempt to deliver as many
simultaneous messages as your bandwidth can handle. The flexibility
of the 2-instance setup is much better than you could do with one
instance, I think.
