    rbl usually won't slow things down for more than a second or two --
    usually less than a second.

    I notice you list a whole lot in your maps_rbl_domains:

        maps_rbl_domains = blackholes.mail-abuse.org,
          dialups.mail-abuse.org, relays.mail-abuse.org, bl.spamcop.net,
          inputs.orbz.org, outputs.orbs.org, relays.ordb.org, or.orbl.org

    Trim that down some. As mentioned before, orbs.org is dead.
    mail-abuse.org is no longer freely accessible unless you jump through
    some contractual hoops -- perhaps they aren't answering your queries
    at all. or.orbl.org appears to be dead -- it probably isn't answering
    queries at all.

    You should visit the website of each of the blacklists you use and
    check if they're working, what their policies are, etc.

    I'm just using:

        maps_rbl_domains = relays.ordb.org inputs.orbz.org
        
    This combination works well for me, and is reasonably fast.
