No. It means they will refuse bounces from everyone. They're idiots
and should read RFC2505 about why refusing mail from <> is wrong and
a disservice to their customers.
You may want to explain to their customers why they are being ripped
off: suggest they mail "no-such-user-here
aol.com" and wait for the
bounce: redrocket.com will refuse that, too. Now explain "You can guess
when your mail was delivered and when it was not. Perhaps follow up
each mail with a phone call to ensure it was delivered, since your
provider is forbidding you from receiving that information."
I'll Nominate that mail server for dsn.rfc-ignorant.org so those who
choose to not deal with idiots can refuse mail.
