    Speaking as an ex-upstream, yes, that's the approach most likely to have
    a result.

    If you find there's an upstream that consistently ignores your mail,
    that's a different matter.

    BTW, don't be surprised when reporting that sites that don't share your
    language ignore your mail. We certainly had no facilities to handle
    complaints in any language other than english - the best we could do
    is bounce them back to the sender with an appology and as is they could
    possible repeat themselves in english (but we rarely did even this).

    I suspect this is why people have so little success with network abuse
    emminating from asian countries - while many europeans have languages
    other than english as a first language, they can usually muddle through
    in english. That certainly isn't true in many parts of asia.
