The only reason to use them both is if you want to perform tiers of checks. For a good discussion of how/why to use this why don't you read Meng Wong's article on UCE available at http://www.mengwong.com/misc/postfix-uce-guide.txt. There is also a link from http://www.postfix.org/docs.html.
