Your best bet might be to route different users to different instances
of Postfix running with different rulesets and filter criteria. You can
do this with aliaes and a few different listening IPs on a box or possibly
even within the transport map [I can't check right now]. Thus, you'd have a
routing mailer through which everything passes, and two or three different
ones that mail for certain groups of users passes through for delivery.
The ability of Postfix to bind to configurable addresses and ports makes
this sort of thing really feasible..
