Why you're using two instances for this? Just setup two smtpds in
master.cf, and specify different -osmtpd_xxx_restrictions for the
two - again, directly in master.cf. Well, yes, having big chunks
of config in master.cf looks not beautiful, but the whole config
will be simpler. And you may use different {header,body}_checks
as well.

BTW, Len, do you know that you was unsubscribed from avcheck mailinglist
due to massive "Message content rejected" failures on your side? I don't
know what was triggered your checks (there was no dangerous or suspicious
content on avcheck list recently) -- it's a time to review your regexps
I'd say.
