That would be smtpd_error_sleep_time and friends.
Unfortunately this won't delay the open relay enough. You can't
set the time high enough to make any difference while still being
able to cope with "normal" errors that may occasionally occur when
real, but bad behaving, peers connect to your daemon.
IMHO there has to be a difference between open relays and others.
