To be honest, I'm not an exim expert :-) But hei, exim is a monolithic
MTA. It would be easier, right? As I'm aware of, only two (unix) MTA that
do use delivered-to header: postfix and qmail.

Yes. Actually we are in progress of promoting the use of uucp for
off-line mailing. We already setup a mailing-list: indo-uucp
mangga.padinet.com, using Bahasa Indonesia as it's main language.
Seems that only few people got interested so far :-)
