Not everything is documented at a level that a person would like.
Consequently, it takes a little work on your part to find the available
information. Besides, this isn't the maildrop list. This is the postfix
list. You are asking maildrop questions.

There aren't that many files in the top-level source directory for
maildrop. I'd think that it would be fairly quick to just scan down the
names and find maildropmysql.config. Have you placed the proper values in
maildropmysql.config? Is the config file in the directory where maildrop
    expects it?

Have you read any of the manual pages in the maildrop source directory?
Look at maildirmake.1 under the section MAIL QUOTAS.

You don't need to set quotas on directories when they are made. As long
as maildrop and courier imap have access to the quotas through the
database, the quotas will be enforced.
