Risking to be flamed but alas:
Bounce:
"I do not accept your message; I do not want to become responsible for it"
You reject the message before it enters your server, you usually do so at
the "rcpt to: " stage.
The sending server (so: the remote one from your point of view) has to
inform the sender. It got a "554 I do not accept this message" response.
Reject-message:
"I took responsibility for the message but cannot deliver it because" ...
You accept the message; then process it, find something bad (such as a
virus, spam, bad language, whatever) and send a message back to the
sender saying "I did not deliver this message".
