It is more complex than the restriction language currently supports. I am
not making an absolute complexity claim. If you want scalable per-list
access control, you need external software. If the number of lists is very
small, it is possible to implement a per-list restriction class, but this
does scale.
You either an MLM or a suitable developed by you shell script in front of
each list. The MLM may be easier to debug and set up and will offer
advanced features.
