Might I suggest MailScanner (http://www.mailscanner.info) It handles all
sorts of actions with spam either on a system-wide basis, per user or a
combination...all ruleset based. I've been using it for about 9 months and
have cut the daily spam intake on my mail servers down to about 3% by
utilizing MailScanner, SpamAssassin, DCC, Pyzor, Razor2 and various DNSBL's.
Did I mention that it's opensource too?

"Pointless?" Did you ever look at what amavisd-new *can do* with tagged
spam? I did.

Perhaps you meant "spampd". As to procmail, it'll cost hands full of
resources.

One has a basic policy decision to make: site-wide or user prefs. If
there are to be user prefs, then you can't avoid procmail - alas. If
there are to be use user prefs, you're opening yourself to user conning
and user ignorance.

Using spamd solo as such isn't possible. You have to use a filter,
either built into master.cf or "loose." And what can you do with your
tagged spam? Simply let it through, albeit tagged - no management
whatsoever.

I've chosen amavid-new for spam filtering alone. I started with a
filter, then looked briefly at spampd - and finally chose amavisd (see
above for why.)
