Yes, first match wins within each smtp_*_restrictions section. You can OK
someone in smtpd_sender_restrictions and still reject them in
smtpd_recipient_restrictions.
Remember you must run 'postfix reload' after changing main.cf.
If you still have trouble, show us the output of 'postconf -n'
