No it doesn't. The sending MTA will retry. Backup MX isn't a pivotal
function that some seem to think it is.

address_verify_negative_expire_time = 2h
address_verify_negative_refresh_time = 1h

RAV is inferior to check_recipient_maps, esp when hit with a severe
dictionary attack.
