When we signed up for Verizon business DSL in Nov 2001, we were told by Verizon sales that Verizon would not do reverse DNS (PTR) for us, even though we were entitled to free forward DNS for one domain. Nevertheless, we called tech support several times over the next few months, and were told the same thing each time, just like you.
So, when I found that another Postfix mailing list user was filtering on "dsl" in the default reverse DNS hostname for my IP, I called Verizon again, and was referred to the business DSL service #: 1-888-649-9500, options 1-1-3 for "messaging services".
"No problem", I was told, and they made the change in less than a day. Then, I called back a couple days later to change the PTR record to something else (and they did). I asked the cust. svc. person when Verizon changed its policy, and was told that "you've always been able to do it; you just need to contact us."
Moral of the story: Don't lose the phone number and options above! Ignore the fact that you are being routed to the group that handles "messaging" services (which we don't subscribe to); apparently they handle the requests for DNS as well.
We run our own DNS server as primary, and our domain registrar (DomainMonger.com, $17/yr) provides free secondary (or primary, if we wanted it) DNS.
