I guess most webmail systems simply use IMAP or POP3 for auth and access to
the mail.
That means if somebody can fetch mail with a standard email client the
webmail will work also.
More interesting are the requirements for the webserver - mostly you will
need perl and/or php.
For the users the requirements for the client side are interesting: I prefer
squirrelmail and twig as both
only require cookies, but no javascript. Make your decision on these
requirements for server and clients.
