This is what I put in my master.cf file:
127.0.0.1:10028 inet n - n - - smtp
I looked in the log file and the only error I could find was that the
hosts~ and resolve.conf~ files weren't the same in the /etc folder and
the /var/spool/postfix/etc folder.

Do you have an smtpd listening on port 10028 in master.cf?
localhost:10028 inet n - n - - smtpd -o
content_filter=
If you do then there should be some indication in the logs as to
what the problem is.
