On starting I receive the following warnings:
------------------------------------------------------------
postfix/postfix-script: warning: /var/spool/postfix/etc/
localtime and /etc/localtime differ
postfix/postfix-script: warning: /var/spool/postfix/lib/
libnss_winbind.so and /lib/libnss_winbind.so differ
postfix/postfix-script: warning: /var/spool/postfix/lib/
libnss_wins.so and /lib/libnss_wins.so differ
postfix/postfix-script: starting the Postfix mail system
------------------------------------------------------------
I assumed (probably wrongly) that it wasn't important.
After running "postfix start" /var/spool/postfix/public
still appears to be empty, and a "ps -x" doesn't show
anything running.

That's because Postfix has not been started.
Type "postfix start".
