Help with SMTP

OK if i login to my email via my web client (openwebmail) I can send and recieve no problem. When I connect using outlook express I can only recieve. I get this error when trying to send.
The connection to the server has failed. Account: 'mail.graystarr.com', Server: 'mail.graystarr.com', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10051, Error Number: 0x800CCC0E
