Sending out packets using a source address other than the native
addresses on that part of the Internet.

Using SMTP servers and relaying stuff from the outside to the outside.

All three were possible. All three were used. All three were
abused. Finally, the 3rd is being dealt with.
In all three cases new functionality {was|will be} introduced to
overcome the limitations.

I think SPF _does_ break stuff, however it does more good than harm.
The negative effects will be dealt with, I'm sure.
