You have to be very careful. You cannot block _all_ mail to <>.
However, noone can force you to accept, say, a virus.
Have a look at the RFCi site (http://www.rfc-ignorant.org/) for
the outcome of many discussions. A small excerpt: it is allowed
to block small portions of the IPv4 space, provided that a clear
reason is given
(such as: "550 Messages from open relays refused, listed on" ...)
