Control-Z in attached text file

Dear all,

what is the correct handling of a mail which has a text file attached that contains a "Control-Z" character? In my opinion, the attached file should be encoded (quoted-printable, base64 or ...). I received such a file without encoding (with Content-Type: text/plain; attached) and of course the sender insists in that they are right and we should fix our problems ....
