Message copy being sent to root

Hi,

I have noticed that a copy of a message is sent to root when the syntax of
the To: field is wrong (trailing dot or a space before ";"). For example:
"To: userdom.ain." or "To: user1dom.ain ; user2dom.ain ; user3dom.ain"
both deliver a message to the recipients and a copy to postmaster.
Where do I start looking for the cause?
