If you want to reduce the incoming mail rate, then you can also
increase the in_flow_delay setting to something like 10 seconds.
Postfix will automatically pickup the change so you don't have
to "reload" Postfix which destroys mail delivery performance.

The code does not expect that people adjust the process limits in
this manner. You're welcome to find out how to allow Postfix to go
over the limit without violating the internal consistency checks.
