RBLs certainly have their place in weighting your spam values, as SpamAssassin does, for example. Using an RBL by itself in an "if it's listed, it's not delivered" manner is probably not the most effective method. Having said that, I use bl.spamcop.net in that way at work (Exchange Server environment) with some success. A large percentage of spam is caught, with minimal false positives. I have software that can forward false positives from quarantine though - management would not tolerate the false positives otherwise.
